According to the draft Bill approved by the Cabinet, serious offences may attract imprisonment ranging from five to ten years along with fines that can reach ₹50 lakh. In organised examination fraud cases involving criminal networks or institutions, penalties may extend to ten years of imprisonment and fines of up to ₹10 crore.

The amendments also propose stricter legal action against examination centres, outsourced service providers, technology vendors and institutions that knowingly facilitate unfair practices. This shifts accountability beyond individual candidates to organisations involved in conducting examinations.

Faster Investigation and Dedicated Courts

Another major reform is the proposal to establish fast-track courts for paper leak cases.

Under the draft provisions, investigations are expected to be completed within about two months, while trials are intended to conclude within approximately three months after filing of the chargesheet. The objective is to prevent lengthy legal proceedings that often delay justice and weaken deterrence.

The Bill also strengthens prosecution procedures and creates a more structured framework for appeals, helping authorities act quickly against organised examination fraud.

Legal experts believe faster disposal of cases could improve public confidence, provided investigations remain fair and evidence-based.

What It Means for Students Preparing for Competitive Exams

For candidates preparing for examinations such as NEET, CUET, SSC, UPSC, banking recruitment and railway recruitment, the proposed amendments do not change the examination pattern or eligibility criteria.

Instead, the reforms are designed to protect the integrity of examinations by discouraging paper leak syndicates and organised cheating networks. Students are expected to benefit if examinations become more secure and results face fewer legal challenges.

At the same time, education experts note that legal reforms alone may not eliminate examination fraud. Stronger digital security, secure printing systems, encrypted question paper transmission, better monitoring of examination centres and institutional accountability will remain equally important for long-term improvement.
