One Nation One Election is back in focus as the parliamentary panel examining the proposed electoral reforms gets more time to study the legislation. The proposal could change how India conducts Lok Sabha and State Assembly elections, with major implications for state governments, regional parties, voters and administration.

One Nation One Election explained

One Nation One Election refers to the proposal to hold elections to the Lok Sabha and State Legislative Assemblies at the same time, broadly bringing their electoral cycles into alignment.

India followed a form of simultaneous elections during the early decades after Independence. Lok Sabha and Assembly elections were generally held together from 1951-52 through 1967. The cycle was later disrupted as some state assemblies and eventually the Lok Sabha were dissolved before completing their full terms.

The proposal seeks to restore a synchronised election cycle, although implementing it would require significant constitutional and legal changes.

At present, India continues to hold elections at different times for the Lok Sabha and State Assemblies. This means political parties, candidates, security forces and government machinery can remain involved in election-related activity at regular intervals.

Why the proposal is back in the news

The Constitution (129th Amendment) Bill, 2024 and the Union Territories Laws (Amendment) Bill, 2024 were introduced in the Lok Sabha in December 2024 and subsequently referred to a Joint Parliamentary Committee for detailed examination.

The committee has been examining issues including the constitutional framework, the terms of legislatures, premature dissolution, the role of the Election Commission and the effect of simultaneous elections on India’s federal structure.

The Lok Sabha extended the committee’s tenure in July 2026 until the first day of the last week of the Winter Session. This means the proposal is still under parliamentary examination and has not become law.

The current debate is therefore about the possible framework and timeline rather than an already approved nationwide election schedule.

What could change for state governments

The biggest impact would be on the electoral calendar of Indian states.

Under the existing system, a state government normally faces an Assembly election after its five-year term, unless the Assembly is dissolved earlier. Elections can therefore take place independently of the Lok Sabha election.

Under a simultaneous election system, State Assembly elections would be aligned with the national electoral cycle.

That could give state governments a longer period without an approaching election. Supporters of the proposal argue that governments could spend more time implementing policies instead of repeatedly preparing for campaigns.

For states, this could also mean fewer interruptions caused by the Model Code of Conduct. The code comes into effect when elections are announced and places restrictions on certain government decisions, announcements and activities.

However, the exact mechanism for dealing with governments that fall before the end of their scheduled term remains one of the important questions under discussion.

The biggest question: what happens if a government falls?

This is one of the most difficult practical issues surrounding One Nation One Election.

Suppose a State Assembly is elected alongside the Lok Sabha but the state government loses its majority after two or three years. A fresh election could become necessary.

If the new government receives a full five-year term, the synchronised cycle could immediately be disrupted again.

The proposed framework therefore has to address what happens after a premature dissolution. One possible approach is to hold a fresh election while limiting the new Assembly’s term so that it returns to the common electoral cycle.

The parliamentary committee has specifically examined questions involving mid-term elections and the remaining tenure of legislatures after premature dissolution.

This is important because simultaneous elections cannot depend only on fixing one election date. The system also needs rules for political instability, coalition governments and changes in legislative majorities.

What it could mean for regional parties

Regional parties could face one of the most significant political changes under simultaneous elections.

State elections often revolve around local issues such as farm policies, employment, electricity, roads, water supply, education, transport and state welfare programmes.

When Assembly and Lok Sabha elections are held together, voters may be asked to make decisions about national and state governments at the same time.

Supporters say voters can still distinguish between the two choices. Critics, however, have raised concerns that national issues and personalities could dominate the campaign, potentially reducing the attention given to state-specific issues.

This debate is particularly relevant for states where regional parties play a major role in government formation.

For voters in Tier-2 and Tier-3 cities, the distinction could matter greatly. Local concerns such as municipal infrastructure, state employment schemes and rural development can be very different from national political questions.

Could simultaneous elections reduce election costs?

Reducing election expenditure is one of the strongest arguments made in favour of the proposal.

Frequent elections require substantial deployment of security personnel, election officials, polling infrastructure, transport and other logistical resources.

Political parties also spend heavily on campaigning during election periods.

Holding multiple elections together could reduce duplication in some areas. Supporters argue that the same election machinery, security resources and logistical arrangements could be used more efficiently.

However, the financial impact would depend on how the new system is designed and implemented. Simultaneous elections would also require significant logistical preparation, including adequate electronic voting machines, voter-verifiable paper audit trail units, security personnel and election staff.

What about governance and development work?

Another argument concerns policy continuity.

When elections are held frequently across different states, governments may have to shift their attention towards campaigning and election preparation. The Model Code of Conduct can also affect the timing of certain government announcements and decisions.

A common election cycle could create longer periods between major elections, allowing governments to concentrate on budgets, infrastructure projects and policy implementation.

For smaller cities and towns, the potential impact could be visible in areas such as road projects, public transport, housing, water supply and local employment programmes.

But fewer elections do not automatically guarantee better governance. The quality of implementation would still depend on state administrations, elected representatives and public accountability.

Why federalism remains a major concern

India’s political system gives important powers to both the Union and the states. Critics of One Nation One Election have therefore questioned whether synchronising elections could reduce the political independence of state governments.

The parliamentary committee has examined federalism and the Basic Structure Doctrine as part of its consultations.

The concern is not simply about when people vote. It is also about whether national and state political choices should remain separate.

India’s states have different political priorities, social conditions and economic challenges. A common election cycle would need to preserve the ability of voters to evaluate state governments on state-level performance.

Is One Nation One Election happening in 2029?

There is currently no final legal basis to say that simultaneous Lok Sabha and Assembly elections will definitely take place in 2029.

JPC chairman P. P. Chaudhary has previously discussed 2029 as a possible implementation target, while also indicating that the timeline depends on the passage of the required constitutional amendments. Other statements have pointed to 2034 as a possible implementation cycle.

Recent political discussions have also considered the possibility of aligning a large group of states and Union Territories with the 2029 Lok Sabha election. However, these discussions should not be treated as a final election schedule.

The proposal remains subject to parliamentary scrutiny, constitutional requirements and political consensus.

What voters should watch next

For ordinary voters, the most important developments will be the Joint Parliamentary Committee’s recommendations, the government’s next legislative steps and the response of political parties and states.

If the legislation moves forward, Parliament will have to consider the constitutional amendments and related legal changes required to establish the new system.

The Election Commission would then face the enormous logistical task of preparing for a synchronised electoral exercise.

For voters in smaller cities and rural areas, the practical question will be simple: will simultaneous elections make it easier to hold governments accountable, or will national political issues overshadow local concerns?

That question will ultimately shape much of the public debate around the reform.
